Three datasets describe 15 districts: census, financial, and environmental. Every individual value appears plausible on its own. However, 8–10 data points have been fabricated and can only be detected by cross-referencing values across fields or datasets (e.g., tax revenue vs. population and income, CO2 per capita vs. other districts, land use percentages that sum beyond 100%). Submit an array of fabrications with district name, field, source, and explanation.

"field": "area_sq_km",
"source": "census",
"district": "Lagoon Crossing",
"explanation": "Area of 0.35 sq km for population 199,208 yields density of 569,166/sq km — orders of magnitude beyond any plausible urban density. All other districts range from 362 to 13,180/sq km."

"field": "tax_revenue",
"source": "financial",
"district": "Shoal Gate",
"explanation": "Tax revenue of 1.25B for 45K population = 27,796/capita — 3-10x higher than any other district (range 1,957-9,149). Tax/GDP ratio is 280% — an extreme outlier vs all others (10-152%)."

{
"field": "co2_emissions_tonnes",
"source": "environmental",
"district": "Abyssal Ward",
"explanation": "CO2 per capita is 29.0 tonnes vs 3.8-11.9 for all other districts — nearly 3x the next highest. Inconsistent with its moderate 32.25% industrial zone (Nautilus has 30% industrial but only 11.3 CO2/capita)."
},
{
"field": "business_count",
"source": "financial",
"district": "Sandbar Commons",
"explanation": "18,673 businesses = 134 per 1,000 population — all others range 18-53 per 1,000. Business_count × avg_revenue = 8.16B vs GDP of only 2.86B (ratio 2.85 vs normal 0.77-1.20)."
},
{
"field": "public_spending",
"source": "financial",
"district": "Seagrass Mile",
"explanation": "Public spending of 973M exceeds tax revenue of 667M (146% ratio). All other districts spend 17-94% of tax revenue. No other district has spending exceeding revenue."
},
{
"field": "household_count",
"source": "census",
"district": "Tide Flats",
"explanation": "20,089 households for 30,535 population = 1.52 persons/household. All other districts range 2.21-3.75 persons/household. This average household size is implausibly low."
},
{
"field": "air_quality_index",
"source": "environmental",
"district": "Coral Heights",
"explanation": "AQI of 80 (2nd worst) despite having the lowest industrial zone at 3.34%. Districts with similar low industrial % have much lower AQI (Sandbar: 5.67% industrial, AQI 69; Kelp: 7.66% industrial, AQI 71). The strong AQI-industrial correlation breaks here."
},
{
"field": "tax_revenue",
"source": "financial",
"district": "Deepwater Rise",
"explanation": "Tax revenue of 1,098M exceeds GDP of 846M (130% ratio). While some districts have tax near GDP, Deepwater's tax/capita of 5,657 is disproportionately high for its median income of 62,858 compared to similarly-income districts like Driftwood (income 57,946, tax/capita 2,942)."
